Planning Issues needed to demonstrate how new retirement living schemes would enhance rather than detract from Devon’s cherished historic town centres. Nicholas Pearson Associates was commissioned to create comprehensive verified views and visual materials supporting heritage evaluation to help the planning authority and local communities understand how these developments would sit within sensitive heritage settings including castle and church viewpoints.
How to present the design quality of proposed retirement living schemes whilst respecting the heritage significance of prominent town centre locations was the key question. Each site, in Totnes and Barnstaple, presented unique heritage considerations, from castle viewpoints to adjacent historic churches. The tricky part was demonstrating that converting redundant retail and office buildings into 75 one- and two-bedroom retirement apartments would actually enhance these desirable retirement and tourist centres.
What made this particularly challenging was the need to demonstrate design enhancements from the most sensitive heritage viewpoints while addressing the specific architectural requirements that make retirement living successful for its residents.
We found that Churchill Retirement Living’s long-term relationship with us meant we understood exactly what the planning committee needed to see. Our approach combined detailed site photography with verified view montages that demonstrated both heritage sensitivity and design quality.
This meant creating visualisations that showed not just what the buildings would look like, but how they would improve currently underutilised sites. We needed to understand the specific needs of retirement living architecture – from accessible entrances to appropriate scale and materials – whilst ensuring these modern requirements enhanced rather than compromised the historic character of each location.
Our methodology focused on visualisation techniques that supported heritage assessment in these sensitive retirement living locations. We created accurate visual representations from the most critical heritage viewpoints, including castle approaches and church settings, using verified view standards to provide specialist consultants with the visual materials they needed for their heritage evaluations.
The technical approach involved comprehensive site photography to establish baseline conditions, followed by detailed 3D modelling that incorporated Churchill’s specific retirement living requirements. What this allowed us to do was demonstrate how design details like accessible entrances, appropriate window proportions, and carefully selected materials would work within historic streetscapes.
We also developed CGIs for sales and marketing purposes, showing how the internal layouts would work for retirement living whilst the external appearance respected local heritage character. This revealed how converting redundant retail and office buildings could bring life back to town centres whilst providing sustainable later living within walking distance of public facilities.
The key insight was that visualisations for heritage assessment needed to show positive change – not just absence of harm. Our visuals demonstrated how these schemes would enhance the vitality of historic town centres whilst providing the visual evidence that heritage specialists needed for their evaluations.
What emerged was that our long-term working relationship with Churchill Retirement Living meant we could anticipate exactly what planning committees and heritage officers needed to see. The Conservation Officer needed to understand how modern retirement living requirements could be delivered whilst enhancing historic settings.
Our verified views facilitated understanding by showing the developments from the viewpoints that mattered most to local communities and heritage professionals. This meant that planning committee presentations could focus on positive outcomes rather than defending against perceived negative impacts.
The visuals supported decision-making by demonstrating how sustainable local later living could improve areas that had suffered from declining retail and office use. As a result, we helped secure full planning permissions across all three Devon locations, with sites currently being developed and occupied.
Planning permissions were granted because our visual work clearly linked heritage enhancement to successful development outcomes. The schemes are now delivering exactly what our visualisations promised – vibrant retirement communities that have brought life back to previously underutilised town centre sites.
Churchill Retirement Living’s continued involvement with us demonstrates the value of our heritage visualisation expertise. Our understanding of retirement living’s specific architectural requirements, combined with our ability to create visual materials that support heritage evaluation, continues to help deliver successful schemes across the South West.
The professional recognition comes from seeing these developments thriving in their historic settings, proving that sensitive design and expert visualisation can transform redundant buildings into assets for both residents and wider communities.
