Branna Limited needed professional townscape assessment expertise as part of a planning application for a prominent tall building redevelopment in central Bristol. Nicholas Pearson Associates was commissioned to provide a Townscape and Visual Impact Assessment (TVIA) and verified view visualisations[EH1] to help planning decision-makers understand the scheme’s effects on Bristol’s townscape character and visual amenity. The proposal sought to redevelop an existing hotel site into co-living units and student accommodation at a sensitive location adjacent to St James Parade Conservation Area.
What made this particularly challenging was evaluating a tall building at one of Bristol’s key entry points in respect to the neighbouring conservation area. The site sits northeast of St James Parade Conservation Area, meaning our assessment needed to address the respective townscape sensitivity alongside the proposed built form of the gateway structure. We needed to demonstrate how the development would appear from key viewpoints across the city centre, requiring coordination with Bristol City Council. The assessment had to follow professional standards whilst communicating complex townscape matters accessibly to inform the planning determination process.
We conducted a thorough baseline analysis of Bristol’s townscape character, identifying key views and sensitive receptors across the city centre. Our methodology followed Guidelines for Landscape and Visual Impact Assessment (GLVIA3) principles, adapted for urban contexts. Working closely with Savills as planning consultants and Cotswold Archaeology heritage consultants, we established viewpoint locations that would capture the scheme’s influence on Bristol’s skyline and street-level experience. This collaborative approach ensured our technical assessment addressed both statutory consultee concerns and local planning policy requirements. We prepared verified visualisations to provide accurate representations of the proposed development from agreed viewpoints, allowing stakeholders to see exactly how the tall building would integrate into Bristol’s existing urban fabric.

Our TVIA examined the scheme’s effects on townscape character across multiple zones, analysing how the tall building would influence Bristol’s existing urban grain and skyline composition. We assessed views from St James Barton Roundabout, Bridewell Street, Castle Park, and elevated positions including Cabot Tower, evaluating both immediate street-level experiences and longer-distance panoramic views. The verified visualisations we produced used photographic survey data and 3D modelling to show the development accurately within its context. This technical rigour demonstrated our understanding of Bristol’s planning framework whilst presenting findings in a format accessible to stakeholders. We identified where the scheme would be visible, quantified magnitude of change, and assessed significance of effects on different receptor groups.
Our TVIA provided Bristol City Council and Historic[EH2] England, alongside other statutory and non-statutory consultees, with clear, evidence-based analysis of the scheme’s townscape and visual implications. The verified visualisations proved particularly valuable during pre-application discussions, allowing stakeholders to evaluate design iterations and understand the development’s relationship with the conservation area. The appraisal work evidenced how the tall building would function as a gateway marker whilst assessing its effects on townscape assets and valued views. This professional assessment helped planning officers understand the potential effects on townscape and visual amenity. The technical documentation we provided formed part of the planning submission, supporting informed decision-making throughout the determination process.
The planning application was submitted in July 2023, supported by our comprehensive TVIA and verified views. Following detailed consideration of townscape matters, the scheme was recommended for approval in May 2024. Our experience assessing this prominent Bristol site demonstrates how expert TVIA and verified views can assist the design and deliberation process for complex urban development proposals in sensitive city centre and historic contexts.
