33 Horsefair Limited sought planning permission for a major mixed-use development, which included tall building elements, at Barr’s Street in Bristol’s main retail area. Nicholas Pearson Associates was commissioned to provide specialist townscape and visual impact assessment and verified views to help the planning authority and stakeholders understand how the proposed scheme would relate to the city centre context.
The key challenge was assessing the potential beneficial and adverse effects of the large scale building to Bristol’s townscape. The site sat within Bristol’s main retail area with St James’ Parade Conservation Area 150 metres to the west and Portland & Brunswick Square and Stokes Croft Conservation Areas 130 metres to the north-east. Several listed buildings are also in the local area.. We needed to identify townscape and visual effects the development would potentially create at the gateway to the city centre and its relationship with the character of the surrounding public realm. The scheme proposed a range of benefits—20% affordable housing, new public realm, and connections between residential areas and Broadmead—with the townscape and visual effects being considered the planning decision..
We carried out a detailed townscape and visual impact assessment informed by careful analysis of Bristol’s existing townscape character and visual context. Working closely with Savills planning consultants, Bristol and Bath Heritage Consultancy and Historic England, we identified key viewpoints across the city from which the new built forms would be visible. This meant we could show decision-makers exactly what elements of the proposals would be visible [EH1] from varied locations around the city, including from sensitive locations. We then created accurate verified views showing the proposed buildings in their actual urban setting. These weren’t ‘artistic impressions’—they were precisely positioned visual records showing the design within the existing context.

Our townscape and visual impact assessment considered three key elements of the scheme. First, the building’s scale and positioning would frame views down key routes into the city centre, opening up visual connections from St James Barton and Broadmead that had been blocked by the existing Debenhams building. Second, the design vocabulary responded to the townscape context through careful proportioning and material choice, shown clearly in our verified views. Third, acknowledging the public realm proposals would assist in creating a safe, accessible, and welcoming link between northern residential areas and the city centre. This was appraised through rigorous assessment and precise visual communication.
Our work was integral information within the submitted planning application. The visualisations allowed the Planning officers, Historic England and other stakeholders to see exactly how the development would appear in context. This transparency built confidence in the design approach. When the application went before the planning committee, decision-makers had clear, verified visual evidence showing the scheme and its relationship with the surrounding Bristol city character.

The planning application was submitted in May 2024 and subsequently recommended for approval subject to conditions. Our specialist expertise in townscape assessment and verified visualisation had helped communicate key considerations relating to the developer’s ambition and townscape and visual sensitivity. The scheme now moves forward as a genuine gateway project that will reshape how people experience Bristol’s city centre.
